PMKVY: Skill Development & Entrepreneurship

Pradhan Mantri Kaushal Vikas Yojana also reffered to as (PMKVY) a skill certification and reward program/scheme offered by the Indian government. Pradhan Mantri Kaushal Vikas Yojana is a scheme proposed and developed by the Ministry of Skill Development & Entrepreneurship also referred to as (MSDE) and is implemented by National Skill Development Corporation.

The major aim of this skill certification and reward program is to enable, empower and mobilize the Indian youth to take up and enroll in skill training to become employable and earn their livelihood by their self so that they do not have to be dependent on anyone else. Individuals who already have prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL) program.

Major focus of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is specially on the Youth of North Eastern States, Jammu & Kashmir along with the regions affected by left wing extremism.

Under (PMKVY) i.e. Pradhan Mantri Kaushal Vikas Yojana, the aim to develop skills would be aligned with several other schemes of the Government of India such as Make in India, National Solar Mission, Swaach Bharat Abhiyan etc.

Under this scheme the major focus is to encourage standardization of the certification process and start a process of creating:

  • Monetary rewards that would be granted to the trainees, who gets successfully trained, assessed and certified in the skill courses offered by the affiliated training providers.
  • This will certainly boost the productivity and strengthen the employability of the youth of our nation by empowering them to gain high quality skill training across a wide range of sectors.
  • Candidates undergoing skill training through authorized institutions at an average gets monetary reward of INR 8,000 (Eight Thousand Rupees) per candidate.
  • It will also change the training culture from input-based to outcome-based skill training.
  • It will also lead to skill trainings happening at a faster pace without compromising on the quality.

This Yojana is approved for four years (2016-2020) to benefit 10 million youth Allocated Budget 12,000 Crores.

Strategies Under PMKVY:

  • Monetary incentives for candidates who successfully complete market driven skill training and certification. Approximately 24 lakh candidates will be benefited in a time period of one year from the scheme implementation date.
  • The program will be implemented through both Public-Private and Public-Public partnerships.
  • National Skill Development Corporation (NSDC) will be the agency looking after this Scheme.
  • All the training programs and certifications under Recognition will be specifically designed for developing traits and skills in the specific growth sectors.
  • In order to maintain transparency and objectivity. The governing bodies for assessment and training for all defined objectives of the scheme will be individual bodies and no overlapping of roles will be permitted.
  • Ministry of Skill Development and Entrepreneurship (MSDE), Government of India will be the body funding this entire scheme. And the reward will directly be sent through bank transfer to the beneficiaries’ accounts. For smooth disbursement of the funds/rewards as prescribed under the program, the entire money along with the additional implementation fund will be transferred to National Skill Development (NSD) fund for the further utilization by NSDC.

Skill Development Management System (SDMS)

The platform for the same i.e. Skill Development Management System (SDMS) has already been developed and will be maintained by the NSDC. The scheme will be implemented through several NSDC training partners. NSDC has 187 training partners currently will approximately 2300 centers. In addition to the above several other Central and State Government affiliated training providers would also be utilized for training under this scheme.

SDMS Training

  • The primary focus of the skill training scheme will be on first time entrants to the labor market, specially Class 10th and Class 12th
  • Due diligence will be required from al the training providers participating under this scheme.
  • Focus under this scheme will also be laid on improved curriculum, better methodology and well trained instructors.
  • Training would include good work ethics, soft skill development, behavioral change for cleanliness and personal grooming.
  • The performance of the scheme will closely be monitored by the State Governments and sector skill council.
  • In order to record and verify the details of all training centers, Skill Development Management System (SDMS) will be used. To ensure quality training.
  • Wherever feasible video recording and Biometric system of the training process will be implemented.
  • Feedback from the aspirants during the time of the assessment would be conducted and will be a necessary framework to check the effectiveness of the program.
  • An unbiased and robust grievance cell would be part of the scheme to ensure that all the grievances regarding the implementation are not left unanswered. To spread and make people aware about the scheme an online citizen portal will be introduced.

PMKVY Centers

The Centers that will be conducting the trainings under PMKVY scheme have to be affiliated and accredited according to the guidelines laid in the SOP document.

  • Preferably training centers should be standalone and designed to deliver PMKVY with dedicated resources.
  • Training Centers can be utilized to deliver other programs sponsored by the government after clearance from the respective authorities provided that the residual training capacity is available.
  • The scheme is planned in a way to gradually phase out franchisee arrangements. Therefore, Franchisee centers will be given lower priority. As per the franchisee operation mode, a training center should not carry any other business operations within the same premises using the same resources.
  • It would the responsibility of the Training center to ensure that the attendance records are properly maintained and should be filed for review whenever required. Before the assessment as well the assessor will have to verify attendance records.
  • All Training centers will have to facilitate the opening of Jan Dhan bank accounts for the candidates who do not have any active bank account.

According to the data updated on 2 December 2019, there are in total 42930 PMKVY training centers which are registered across the nation to impart skill training to youth (Special projects – 1301, RPL – 32671, Short Term Training – 8958).

The training centers are being operated by around 2776 (RPL – 156, Short Term Training – 2526, Special projects – 94) authorized training partners of PMKVY.

As per the official website, the total job roles are 1200 (742 Recognition of Prior Learning, 271 Short Term Learning & 187 Special Projects).

Job Placement Under PMKVY:

  • Candidate is certified and placed.
  • Candidate is placed within 90 days of certification.
  • Candidate is in continuous employment (wage or self-employment) for 3 months.
  • Candidates placed in wage employment are earning at least equal to or above minimum wages as defined by the state employment guidelines.

Latest News about PMKVY:

In view of the lockdown caused by Coronavirus in the country, the Ministry of Skill Development and Entrepreneurship has extended the nomination under PMKVY for two months.

The ministry has instructed all states that training and orientation should be resumed within 30 days of the cancellation of lockdown. It should be completed before August 31, 2020. While all assessments and certifications should be completed by September 15, 2020.

On 31 March 2016, the centrally sponsored PMKVY expired for other locations in India.

The Ministry of Skill Development and Entrepreneurship has extended enrollment for the North-Eastern Region under the Pradhan Mantri Kaushal Vikas Yojana, which will cover eight North-Eastern states for two months. Centrally sponsored PMKVY 2016 has ended on 31 March 2016 for other locations in India.

After examining the entire scenario, in view of the recent lockdown due to the CODEID-19 crisis, the MSDE has decided that the last date for nomination was stated by the ministry in a statement, “Prime Minister Skill Development Scheme 2016-20 to 31 Between May, candidates are sponsored only for the North-Eastern region.”
